What is Spiritual Computing?
Spiritual computing refers to technologies that further the spiritual experiences of users. In this case, “spirituality” refers to cultivation of compassion, wisdom, openness and other ethical qualities cultivated for thousands of years by spiritual disciplines, which are both religious and secular, theistic and non-theistic. Still an embryonic notion, Prof Smith predicts that spiritual computing will emerge as a key design principle in software fields such as computer search, home technologies, health care,. education, computer games and in “social marketing” campaigns such as efforts to stop cigarette smoking.
He claims that Spiritual Computing will also become a factor in religions, as religious reformers use next-generation technologies to enhance ritual observances and spiritual realizations of their members. “Spiritual computing will have a disrupting effect on some organized religions, just technology has revealed and disrupted corrupt practices in government,” he says.

Who is Craig Warren Smith?
Professor Smith, one of the founders of the worldwide movement to close the Digital Divide, also is a longtime teacher of meditation in the Buddhist tradition. In his role as Senior Advisor to the University of Washington’s Human Interface Technology Laboratory, he is exploring a new paradigm in which spirituality and technology could converge to produce innovative new technologies that convey ethical principles. In Thailand, he is a Senior Fellow at the Center for Ethics of Science and Technology at Chulalongkorn University where he has collaborated with its director, Prof. Soraj Hongladarom, on a lecture series regarding “Happiness, Public Policy and Technology.”

What will the lecture consist of?
In the Jakarta lecture, he will report on his 2007 Spiritual Computing world lecture tour of research labs of Google, Microsoft, Yahoo, IBM, Electronic Arts and various universities such as Stanford and MIT. (See SpiritualComputing.com) In these lectures he conveyed operational definitions for spiritual experience and opened discussions on how spiritual realization could add value to Microsoft’s concept of the “digital home of the future,” Google Earth’s home page, and Electronic Arts’ genres of computer games.
He will also introduce the idea that, as the digital economy spreads in Asia, spiritual themes that are imbedded in Asia’s cultures will be expressed in technology design – causing Asian cultures to turn away from fantasies of Western materialistic lifestyles. He will suggest a theoretic framework, measurement concepts, and criteria that technologies designers can use to support the spread of ethical behavior in the general populous.

How can Spiritual Principles be Integrated into Next-Generation Technologies?
According to Prof. Smith, in the Spiritual Computing framework, technology designers must fit the following criteria:

* Satisfy the ethical concerns of governments and dominant religions, whether these are expressed explicitly (as in telecommunications regulation regarding children’s access to video games) or implicitly as in Syariah.
* Draw insights from the field of Human Computer Interaction (HCI) which looks beyond “use of use” to more fundamental and ethical ways of affecting the behavior of users.
* Gain measurement tools from neuroscience fields such as “neuroengineering,” and other cognitive sciences.
* Become adaptable to the practical needs and economic realities faced by low income users.
* Draw insight from the most robust spiritual and mindfulness traditions imbedded in Asian cultures,
* Lesssen the “carbon footprint” of current technologies, so that they are environmentally appropriate.
* Engender participatory engagement by users.

What could Spiritual Computing Mean for Thailand?

Following the presentation, participants will respond offering commentary on the possible application of spiritual computing to Thailand, to Buddhist practice, and other themes.

ในปัจจุบันการใช้เทคโนโลยีเพื่อเพิ่มขีดความสามารถของมนุษย์ได้มีการพัฒนาขึ้นอย่างกว้างขวาง การเพิ่มขีดความสามารถของมนุษย์นี้หมายถึงการทำให้ความสามารถด้านต่างๆของมนุษย์มีมากขึ้น ซึ่งที่มีใช้กันแพร่หลายก็มีเช่น การใช้ยาเพื่อเพิ่มพลังของนักกีฬา นอกจากนี้ ก็ยังการทำให้ร่างกายของมนุษย์สวยงามขึ้น ซึ่งก็รวมอยู่ในเรื่องการเพิ่มความสามารถของมนุษย์นี้ด้วย การทำให้ร่างกายสวยงามขึ้นด้วยการใช้เทคโนโลยี ก็มีเช่น การผ่าตัดทางศัลยกรรมตกแต่ง การใช้ยาเพื่อทำให้ร่างกายมีกล้ามเนื้อสมบูรณ์ขึ้น เป็นต้น อย่างไรก็ตาม เทคโนโลยีในขณะนี้สามารถทำให้ความสามารถของมนุษย์เพิ่มขึ้นมากไปกว่าที่เป็นอยู่ เช่นการผ่าตัดศัลยกรรมหรือการใช้ยาอย่างมากมาย ซึ่งการพัฒนาใหม่ๆเหล่านี้เป็นผลพวงของการพัฒนาทางด้านนาโนเทคโนโลยี ซึ่งเป็นการผลิตอุปกรณ์และเครื่องมือในระดับความกว้างความยาวของอะตอม ตัวอย่างการพัฒนาทางด้านนี้ก็มีเช่น มีการพัฒนาการเพิ่มความสามารถในการจำของมนุษย์ ด้วยการฝังชิปคอมพิวเตอร์ลงไปในร่างกาย เพื่อให้ทำงานร่วมกับสมอง เพื่อทำให้สมองสามารถจดจำข้อความและเรื่องราวต่างๆได้มากขึ้น หรือช่วยให้สมองประมวลผลข้อมูลได้อย่างมีประสิทธิภาพมากขึ้น อันจะยังผลให้ผู้ที่เป็นเจ้าของสมองนั้นสามาาถคิดได้รวดเร็วมากเท่าๆกับคอมพิวเตอร์ ยิ่งไปกว่านั้นก็มีการพัฒนาอุปกรณ์ช่วยในการมอง ที่เมื่อฝังลงไปแล้ว ก็จะช่วยให้คนตาบอดมองเห็น หรือคนหูหนวกได้ยินเสียง และก็เป็นไปได้ว่าอุปกรณ์เช่นนี้จะสามารถทำให้มองเห็นช่วงความถี่ที่คนทั่วไปมองเห็นไม่ได้ เช่นคลื่นอินฟราเรด ซึ่งจะทำให้มองเห็นในที่มืดได้ หรือทำให้ได้ยินเสียงที่สูงหรือต่ำมากเกินกว่าความสามารถของหูมนุษย์ทั่วไปได้

การเพิ่มขีดความสามารถของมนุษย์ด้วยเทคโนโลยีเช่นนี้ ทำให้เกิดปัญหาทางจริยธรรมต่างๆมากมาย เช่น การเพิ่มขีดความสามารถดังกล่าวเป็นการกระทำที่ถูกหลักจริยธรรมหรือไม่ ตัวอย่างเช่น การที่คนๆหนึ่งเพิ่มความสามารถทางร่างกายของตนเองด้วยเทคโนโลยีนี้ ซึ่งทำให้เขามีกำลังกายมากกว่าคนธรรมดาๆหลายเท่า เป็นสิ่งที่ถูกต้องหรือไม่ และก็มีปัญหาอื่นๆ เช่น หากมีการเพิ่มความสามารถเช่นนี้จริง จะทำให้เกิดมีคนสองประเภทหรือไม่ ได้แก่กลุ่มที่ได้รับการเพิ่มความสามารถและกลุ่มที่ไม่ได้เพิ่ม ปัญหาเหล่านี้ควรจะได้รับการพิจารณาอย่างละเอียดถี่ถ้วน

ยิ่งไปกว่านั้น เนื่องจากสังคมไทยเป็นสังคมพุทธเป็นส่วนใหญ่ การพิจารณาว่าพระพุทธศาสนามีทรรศนะหรือท่าทีเกี่ยวกับเรื่องนี้อย่างไรก็เป็นเรื่องสำคัญ ด้วยเหตุนี้จึงได้จัดการประชุมนี้ขึ้น ปัญหาเกี่ยวกับการเพิ่มความสามารถที่เกี่ยวกับพระพุทธศาสนาก็มีเช่น พระพุทธศาสนาจะมีทรรศนะอย่างไรเกี่ยวกับการเพิ่มขีดความสามารถของมนุษย์ที่ทำให้มนุษย์มองเห็นได้ในที่มืด หรือมีกำลังกายมากกว่าคนทั่วไป หรือมีความสามารถในการคิดและประมวลผลข้อมูลจำนวนมากอย่างรวดเร็ว เช่นเดียวกับคอมพิวเตอร์ นอกจากนี้ก็ยังมีปัญหาเกี่ยวกับพระพุทธศาสนาเอง เช่น การที่คนๆหนึ่งจะใช้เทคโนโลยีเพิ่มความสามารถเช่นนี้ เพื่อให้ตนเองปฏิบัติสมาธิได้อย่างมีประสิทธิภาพมากขึ้น จะเป็นการถูกต้องหรือไม่ หากมีการพัฒนายาแบบหนึ่ง ซึ่งทำให้การปฏิบัติสมาธิหรือเข้าฌานให้ได้ผลตามที่บัญญัติไว้ในคัมภีร์ ซึ่งตามปกติอาจจะต้องใช้เวลายาวนาน กลายเป็นการปฏิบัติที่ใช้เวลาเพียงเล็กน้อย และหากมียาที่ทำให้ผลของการปฏิบัติธรรมเกิดขึ้นได้รวดเร็วเช่นนี้ การพัฒนายากับการกินยานี้เพื่อการปฏิบัติจะเป็นการกระทำที่ถูกต้องตามหลักของพระพุทธศาสนาหรือไม่ การเพิ่มความสามารถเช่นนี้ดูเหมือนว่าจะเป็นการพัฒนา "ตาทิพย์" หรือ "หูทิพย์" ให้เป็นได้จริง การกระทำเช่นนี้ถูกต้องหรือไม่ การประชุมนี้จะพิจารณาปัญหาเหล่านี้รวมทั้งปัญหาอื่นๆ

"Learning to Philosophize the 'Tibetan' Way"

The celebrations commemorating the 2632th Year of the Birth, Enlightenment and Passing Away of the Buddha Gautama will be four-dimensional—covering Spiritual, Academic, Cultural and Religious aspects.

As you may be aware, in a resolution passed by the United Nation's General Assembly in December 1999, it was decided to celebrate the thrice-sacred day of Vesak in the month of May. The first celebration was held back in the year 2000 at the United Nations Headquarters in New York. Subsequently, the celebrations for the United Nations Day of Vesak were successfully held in Bangkok, Thailand since 2004.

The United Nations Day of Vesak 2008 celebrations in Vietnam offer a welcome opportunity to spread the Buddha's message of peace, reconciliation, harmony, love, progress and development to the world.
The preparations for the event are in full swing. Papers are now being invited for the Conference. We welcome your contributions on the following themes:

Main Theme: Buddhist Contribution to building a Just, Democratic and Civil Society.
Sub Themes:
1. War, Conflict and Healing: A Buddhist Perspective.
2. Buddhist Contribution to Social Justice.

His Holiness is currently Vajra Master of Ka-Nying Shedrub Ling Monastery in Boudhanath (Kathmandu, Nepal), Abbot of Do-ngak Nyida Zungdrel Sherab Raldri Ling Monastery (Nepal), Abbot of Pal Kagyu Shedrub Tashi Dhargye Phuntsok Ling Monastery (Nepal), and President of Rangjung Yeshe Shenpen Nepal, a volunteer-based, non-profit organization that serves the poor and disadvantaged in Nepal.

Phakchok Rinpoche received the mKhan po title (similar to a Doctor of Divinity) from H.H. 14th Dalai Lama and H.E. Dzongsar Khyentse Rinpoche. He completed in seven years the traditional nine-year curriculum of Buddhist philosophy at the Dzongsar Institute of Advanced Buddhist Studies, Bir, Himachal Pradesh, India, where he specialized in studies of the Sakya School of Tibetan Buddhism under the guidance of Khenchen Kunga Wangchuk Rinpoche and H.E. Dzongsar Khyentse Rinpoche.

An enthusiastic and vibrant young teacher, Phakchok Rinpoche's lectures are direct and easily understood. Since 1999 he has served as Professor of Buddhist Philosophy at the Rangjung Yeshe Institute Shedra, Center of Buddhist Studies, Kathmandu University, where he teaches general Buddhist philosophy with emphasis on the Middle Way. As Buddhist practitioners we need to adopt certain views and practices that may seem from the worldly secular point of view to be unconventional or unorthodox. Yet once we understand the rationale behind the Buddhist view, it starts to make sense that what we do is reasonable despite being counterintuitive. For example, most people are afraid of death; however, Buddhists are afraid of birth because only from birth can old age, sickness, and death come.

Tibet has had a long and continuous for more than two millennia. Apart from its role as the only culture that preserves the latest form of Buddhism that is lost elsewhere, Tibet also boasts a highly developed medical culture that is beginning to be appreciated by the world. In contrast to modern medicine, Tibetan medicine emphasizes different constitutions of the body and the need to prescribe therapies and medicines accordingly. It promotes an integration between the physical body, the mind and the environment, believing that they all are essentially interconnected, and the practice of medicine needs to pay attention to the integration. Moreover, it strongly emphasizes the spiritual aspect of the integration. The goal of medicine is not only to cure the body or the mind through mechanical or chemical means, but also through the integration informed by spirituality. It is believed that the body or the mind cannot be fully healed if the spirituality dimension is ignored. By doing good things, one has a good body and mind too.

This volume is a collection of selected papers presented at the Second Asia-Pacific Computing and Philsosophy Conference, which was held in Bangkok, Thailand in January 2005. The conference was organized by the Center for Ethics of Science and Technology, Chulalongkorn University on behalf of the International Association of Computing and Philosophy (www.ia-cap.org). Computing have had a long relationship with philosophy, starting from the problem of how symbols being manipulated in computing bear a relation to the outside world, to those of artificial intelligence, robotics, computer simulation, and so on. Moreover, as computer technologies have become thoroughly pervasive in today's environment, there are also issues concerning social and ethical impacts brought about by them.

The papers in the volume represent a wide variety of concerns and various dimensions within which computing and philosophy are related. Furthermore, it also represents some of the first attempts to highlight cultural dimensions of computing and philosophy, which became prominent when the conference was held for the first time within the milieu of an Asian culture. (The First Asia-Pacific Computing and Philosophy was held in Canberra, Australia.) Hence, many of the papers in the volume address this added dimension. Apart form the usual problems of how computers and human lives are interconnected, the papers here also discuss how computers are related to human lives as lived in a specific culture. Thus the book breaks a new ground and should be of interest to a wide range of scholars and students who are interested, not only on computing and philosophy generally construed, but also on this exciting new dimension of how the cultures of Asia, the West, and others bear upon the traditional issues in computing and philosophy, and on how this dimension raises some new concerns and agenda.

Among the topics discussed in this volume are: political online forums in Saudi Arabia, e-democracy and structural transformation of public sphere, the Buddhist informational person, a glance into the lives of computerized generation in Thailand, technology and journalism in the market, local approaches and global potential (?) of information ethics, computer-enhanced good life, computer teaching ethics, and many others.

Soraj Hongladarom is Director of the Center for Ethics of Science and Technology, Chulalongkorn University in Bangkok, Thailand. His interests are on how science, technology and culture are interrelated, and on what kind of normative issues arise from this, as well as on how the issues are to be addressed.

พ.ร.บ. ว่าด้วยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ต้องไม่ใช่ใบรับรองอำนาจเผด็จการ

เมื่อเร็วๆ นี้ มีการประชุมที่กระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (กระทรวงไอซีที) เพื่ออภิปรายขอบเขตอำนาจการเซ็นเซอร์อินเทอร์เน็ตภายใต้ พ.ร.บ. ว่าด้วยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ (พ.ร.บ. ความผิดฯ) ต่อไปนี้เป็นรายงานจากผู้เข้าร่วมประชุมรายหนึ่ง:

ขอเล่าเรื่องไปประชุมมาเมื่อวาน เกี่ยวกับเรื่องการปิดกั้นเว็บที่ไม่เหมาะสม (เน้นไปที่เว็บลามกอนาจาร) เป็นการประชุมกับ ICT (หลักๆ เป็นการเชิญ ISP มากกว่า)

ISP เจ้าปัญหาหลักที่ขาดประชุมมี 2 เจ้า คือ True และ KSC

เป็นการตกลงกันทางวาจาถึงขั้นตอนการ block web โดยยึดตาม พรบ. ใหม่ โดย
ICT จะเป็นผู้ block โดยตกลงกันไว้ว่า
- ถ้าเป็นเว็บต่างประเทศ ICT สั่ง block ได้เลย
- ถ้าเป็นเว็บหรือ content ในประเทศไทย จะไม่ block แต่ตำรวจจะล่อจับแทน ตกลงกันว่าไม่ block
- ISP จะได้รับการติดต่อตรงจากตำรวจผู้ซึ่งได้รับการมอบหมายเฉพาะเพื่อขอยึดเครื่อง หรือเข้าไปขอข้อมูลเฉพาะใดๆ ก็ตามกับ ISP (ISP บอกว่าตำรวจและ ICT รู้ว่าต้องติดต่อ "ใคร" ใน ISP แต่ละราย แต่ ISP ไม่รู้ว่าเจ้าหน้าที่ที่มาขอตรวจนั้นเป็นใคร จึงขอความชัดเจนเรื่องนี้)
- ได้ขอความชัดเจนเพิ่มเติมสำหรับเรื่องการ block โดยขอให้ทาง ICT ช่วยระบุเหตุผลที่ block ด้วยเช่น เป็นภัยต่อความมั่นคงของประเทศ, หมิ่นประมาท ฯลฯ (ที่ประชุม แม้แต่ตำรวจ ก็สนับสนุน แต่ดูเหมือน ICT จะขัดใจ)
- มีการพูดถึงเว็บคุณ CJ ว่าเอา list web ที่ถูก block มาเปิดเผย ทางประธานบอกว่า กำลังจับตาการทำงานของ CJ อยู่ด้วย

จบการประชุมแบบไม่ฟันธงยังไงไม่รู้บอกไม่ถูก

ความสำเร็จของการรณรงค์ของกลุ่มเสรีภาพต่อต้านการเซ็นเซอร์แห่งประเทศไทย (Freedom Against Censorship Thailand หรือ FACT) ไม่ได้ขึ้นอยู่กับการต่อต้านรัฐบาลไทยของ FACT แต่ขึ้นอยู่กับการต่อต้านผู้กระทำการเซ็นเซอร์ในภาครัฐ เมื่อใดก็ตามที่รัฐบาลพยายามซ่อนการกระทำเหล่านี้จากสายตาสาธารณชน FACT ก็ตีแผ่กิจกรรมเหล่านั้นอย่างเปิดเผย เมื่อใดก็ตามที่รัฐบาลพยายามปกปิดหรือบิดเบือนประเด็น FACT ก็ทำการวิเคราะห์และวิจารณ์ เงินภาษีที่เราจ่ายให้รัฐแปลว่าพวกเขาต้องมีความรับผิดชอบต่อเรา ประชาชนชาวไทย ปีนี้งบประมาณของกระทรวงไอซีทีมีจำนวนสูงถึง 5 พันล้านบาท

คุณเชื่อมั่นเพียงพอหรือเปล่าในเสรีภาพ? หากเว็บไซต์ของ FACT ถูกรัฐปิดกั้น คุณจะพบเว็บสำรอง (mirror sites) ของเราได้ที่อื่น กระทรวงไอซีทีไม่ควรคิดว่าการปิดกั้นความจริงนั้นทำได้ง่ายนัก

FACT จะเดินหน้าต่อไปในการเผยแพร่รายชื่อลับของเว็บไซต์ที่ถูกกระทรวงไอซีทีปิดกั้น (blocklists) เราจะเดินหน้าต่อไปในการเผยแพร่โปรแกรมที่ใช้หลบเลี่ยงการปิดกั้น และข้อมูลเกี่ยวกับการใช้พร็อกซี่นิรนาม (anonymous proxies) เพื่อให้คนไทยสามารถหลบเลี่ยงการปิดกั้นของกระทรวงไอซีทีได้

ตอนนี้กระทรวงไอซีทีคิดว่าพวกเขาได้รับชัยชนะอย่างเด็ดขาดแล้ว หลังจากที่สภานิติบัญญัติแห่งชาติได้ลงมติผ่าน พ.ร.บ. ความผิดฯ ที่เข้มงวดมาก อันที่จริง กระทรวงไอซีทีก็ลุแก่อำนาจแล้วตั้งแต่ก่อนเกิดรัฐประหาร กฎหมายฉบับนี้ยังไม่เคยได้รับการพิสูจน์หรือทดสอบในชั้นศาล พ.ร.บ. ความผิดฯ ไม่ใช่ใบรับรองสำหรับระบอบเผด็จการ

Cybercrime law not a prescription for dictatorship

There was a recent meeting at MICT to discuss the censorship capabilities of the new cybercrime law. The following is a report by one of the participants in that meeting.

I'd like to brief you on yesterday's meeting about blocking "inappropriate" websites (with focus on pornography sites) at the ICT Ministry (mainly the meeting was between ICT and ISPs).

Key ISPs who didn't attended were TRUE and KSC.

The purpose of this meeting was to verbally agree on the steps to block websites, in accordance with the new Cybercrime Bill. The ICT Ministry will block websites with the following guidelines:
- ICT can order immediate blocking for websites located abroad
- For websites located in Thailand or have Thailand-related content, the ICT will not block, but the police will press charges instead. The meeting agreed not to block this kind of website
- ISP will be contacted directly by the police officer who will be designated on a case-by-case basis, to pursue confiscation of user's computer or seek any information from ISP (ISP says that previously, the police and ICT know "who" in each ISP to contact, but ISP didn't know the police offer in charge, so they asked for clarification)
- More clarification was sought with regards to criteria used for blocking each site, i.e. ICT was asked to give reasons for blocking particular sites, e.g. national security, defamation, etc. (meeting attendees, even including the police, agreed with this, but the ICT seemed displeased)
- Meeting also talked about FACT's public disclosure of secret blocklists. Chairman in the meeting (ICT Minister) said he is monitoring FACT's activities.

The meeting concluded rather inconclusively.

The success of FACT's campaign against censorship in Thailand depends, not on FACT opposing the Thai government but by FACT being opposite to government censors. Where government tries to hide their activities from Thai people, FACT publishes this openly. Where government tries to cloud and confuse the issues, FACT analyses and comments. We pay taxes for their actions, that makes them responsible to us, the Thai public; MICT's budget is five BILLION baht this year.

The issue of censorship is crucial to the future of human rights, civil liberties and basic freedoms in Thailand; it forms the keystone basis for the future of all Thai democracy.

Do YOU care enough about freedom? If FACT's blogsite is blocked, you will find our mirror sites. MICT should not think the truth is so easy to block.

Freedom Against Censorship Thailand will continue to publish MICT's secret blocklists. FACT will continue to provide circumvention software and information on using anonymous proxies for Thai people to go around MICT's block.

MICT now thinks it has achieved a landslide victory with passage of its draconian cybercrime law. Well before the coup, MICT was drunk with its own power. This new law has not been proven or tested in the courts. The cybercrime law is not a prescription for dictatorship.

2007 Conference of EACME (European Association of Centres of Medical Ethics): "Bioethics in the Real World"

The Institute of Biomedical Ethics of the University of Zurich and the Swiss Academy of Medical Sciences organise the 21st Annual Conference of the European Association of Centres of Medical Ethics (EACME). This meeting will be held in Zurich from 13 to 15 September 2007 and will focus on the increasing professionalisation of bioethics in Europe and the accompanying trend to engage in the public, political and professional arena. Sessions will be grouped around four core themes:

1. Bioethics and its professional identity
2. Bioethics expertise in the public sphere
3. Ethics consultancy in the professional arena
4. Education and training in health care ethics

Persons wishing to make an oral presentation, to present a poster or to organise a parallel session are invited to submit an abstract (500 words maximum) before March 1, 2007. Abstracts must be sent electronically using the abstract submission form that can be found at the conference website:

You are invited to an informal colloquium that will explore an
interdisciplinary ethical framework for the introduction of new digital
products and services in Thailand. The featured speaker is Craig Warren
Smith, of the University of Washington Human Interface Technology
Laboratory. He is founder of DigitalDivide.org and SpiritualComputing.com.

As a Harvard visiting professor in Singapore, Prof. Smith advised Thailand's ICT Minister Suropong Suebwonglee, and helped convene Thailand's ICT stakeholders to establish a market-based framework for closing the digital divide. Now, Dr. Smith will facilitate a discussion about how various academic disciplines could come together -- combining management, technological and even spiritual perspectives -- to formulate technologies and a public-policy framework that bring empowerment to Thai citizens. In addition to academic participants, the colloquium will include invited guests from multinational corporations in the telecom and IT sectors.

The attached article, co-authored by Smith and Dr. Soraj Hongladarom,
provides further perspectives on this colloquium and its implications for a "post-Thaksin" framework for ICT in Thailand.

Course description

This course, offered by the Department of Epidemiology and Preventative Medicine, is an interdisciplinary program covering comparative moral theory, research bioethics in an international setting, quantitative and qualitative research methodology, critical appraisal techniques and relevant law. Particular emphasis is given to ethical issues associated with research in developing countries in the Asia-Pacific Region.

Students will gain a strong theoretical framework, significant experience with ethics committees and considerable involvement with local organisations concerned with the development of bioethical policy and its implementation. This course is currently funded by the Fogarty Institute of the US National Institutes of Health.

Course objectives

The overall objectives for the course cover four main themes:

1. Basic moral theory, bioethics and the application of bioethical principles and law to research in both domestic and international collaborative contexts
2. Quantitative and qualitative methodology for international health programme planning and evaluation
3. Special issues in international health
4. Practical application of theory and knowledge

Fees

In recognition of the fact that people from both NGOs and from developing countries may wish to undertake this program, we have a special fee policy for this program. Fees are AUS $19,785 for Australian students and AUS $22,650 for international students.

In addition, five fee scholarships and stipends are available to students from developing countries in the Asia/ Pacific region.

Dzogchen is Tibetan for ‘Great Perfection.’ The term refers to a teaching that enables one to realize Buddhahood which is a quality that is inherent in the minds of humans and other sentient beings. Although the teaching originated in Tibet and has been transmitted continuously there, it is universal and is above labeling and differentiation. The teaching’s essence lies in the emphasis for the practitioner to become aware of the present moment at all times. Dzogcehn has been disseminated both by Bon and Nyingma practitioners of Buddhism in Tibet.

The Center for Information Policy Research, School of Information Studies, University of Wisconsin-Milwaukee, is pleased to announce Dr. Charles Ess, Distinguished Research Professor of Interdisciplinary Studies, Drury University will lecture on “An Impending Global ICE Age?: East-West Perspectives on Information and Computer Ethics,” as part of his 2006-07 CIPR Information Ethics Fellowship.

A prominent philosopher and information ethics scholar, Dr. Ess is Co-chair, CATaC conferences, Vice-President, Association of Internet Researchers, and Professor II, Globalization and Applied Ethics Programmes, Norwegian University of Science and Technology. He has published extensively in the areas of History of Philosophy, Ethics, Culture, Technology, Computer-Mediated Communication, and Online research ethics.

Dr. Ess was selected as a CIPR Information Ethics Fellow to honor his prestigious contributions to the field of information and computer ethics, and in particular, his work on East-West perspectives on ethics.

While in residence at the CIPR, Dr. Ess will also lecture to SOIS graduate students on different cultural values and communicative preferences and their impact on effective web design. The Fusion of Modern Science and Eastern Religions

The search for the ‘ultimate reality’ seems to have been the epitome of intellectual and spiritual pursuit of humankind since time immemorial. So far, those who embark on such a journey generally have to choose between the two roads: scientific or metaphysical. Dharmodynamics is an attempt to merge these traditionally two separate paths into one.

On the one hand, it retells and explains some of the most fascinating scientific concepts from a metaphysical perspective based on four major eastern religions, namely Hinduism, Buddhism, Jainism, and Taoism. The topics discussed are wide-ranging and include, for example, the big bang, the big crunch, the cosmos, black holes, quarks, the Theory of Everything, thermodynamics, entropy, DNA, chromosomes, life, evolution, Darwinism and the human mind.

Conversely, several main religious and metaphysical concepts --ranging from soul, heaven, hell, ghosts, demons, angels, karma, the karmic law, reincarnation, samsara (cycle of rebirth), nirvana, tao, moksha, dharma (nature) and the dharmic law-- are reformulated using scientific conceptual framework.

This unique effort to stitch patches of scientific knowledge with eastern religious concepts and metaphysics into seamless whole, resulting in an integrated body of knowledge which encompasses and transcends science as we now know it, is how 'dharmodynamics' is defined.

Searle holds famously that the mind is a biological phenomenon. However, his view here does not necessarily contradict the Buddhist conception of mind and its close corollary, the doctrine of Non-Self (anaatman). Except for the Buddhist insistence on the actuality of the process of reincarnation, which Searle does not accept, the two positions share quite a lot in common. Two traditions of Buddhism, namely that of the Theravaada Abhidharma and the Mahaayaana, will be analyzed and compared with Searle's thought on the matter. Searle’s view of the mind does not necessarily contradict the Buddhist teaching because Searle seems to be talking only about mind in its concrete manifestation, for example as the source of thinking, feeling, etc. Consciousness in Searle and in Buddhism in this case share many same characteristics together, most notable of which are that the content of consciousness is always changing and is intentional, and that one cannot find a deep core, the ‘homunculus’ inside the body or the brain. Another similarity is that both reject Cartesian dualism. However, the major difference between Searle and the Buddhists concerns what happens to the consciousness after the death of the body. According to the scientific world view that Searle subscribes to, the mind is a function of the brain and consequently does not seem to survive the death of the latter, whereas Buddhism is well known to hold something of a contrary view. Nonetheless, I argue that Searle’s view does not necessarily preclude the possibility that consciousness might exist in some form after death of the brain. If he is willing to expand his epistemological apparatus somewhat and include the possibility of what Buddhists have consistently taken to be a source of knowledge, then his view and the Buddhist would be remarkably similar. This paper is going to be published in a volume on Searle's Philosophy and Chinese Philosophy, edited by Bo Mou and published by Brill.
